Kansas City Base Realignment and Closure (BRAC) Services & Information
The State of Missouri was approved by the U.S. Department of Labor (DOL) for a MO BRAC Planning National Emergency Grant (NEG) in 2005. The Kansas City (KC) region initially tasked the impact of BRAC with the formation of a BRAC Task Force Committee in December 2005. The Task Force was divided into two committees, one to address workforce and another to address economic and real estate challenges relating to the BRAC affected employees and BRAC worksites. The Workforce/HR committee was made up of representatives from the MO Department of Economic Development’s (DED) Division of Workforce Development (DWD), the Full Employment Council (FEC), and local BRAC personnel from affected installations. The Economic/Real Estate committee consisted of the MO Department of Economic Development, the Division of Workforce Development, the Full Employment Council, local economic developers, and members of the U.S. General Services Administration (GSA). DOL also approved a MO BRAC Implementation NEG in November (see News and Events) to provide comprehensive outplacement assistance.
A BRAC Employee handbook has been developed for BRAC impacted workers providing information about transition services available in the Kansas City region. There is also is a list of local resources and frequently asked questions about the BRAC process, Enduring Sites. The Defense Finance Accounting Services (DFAS) Transformation Team has coordinated with FEC staff to furnish on-site services where career counseling, classes to assist with interviewing and resume preparation, how to start the entrepreneurial process, and WorkKeys skills assessments will be made available for BRAC DFAS impacted workers on an appointment basis under the MO BRAC Implementation NEG. The results from the 2007 Missouri Job Vacancy Survey are now available with detailed data on job openings by occupation and industry for all counties in the bi-state Kansas City region.
January 2008
The Full Employment Council facilitated on-site services to forty-four (44) DFAS during the week of January 14 – January 18, 2008 who are moving forward with obtaining job search, career counseling, and numerous outplacement services prior to the DFAS facility closing in August.
December 2007
The Missouri Division of Workforce Development presented Career Exploration Briefings to the DFAS Transition Team on December 18, 2007. PowerPoint® and web based presentations focused on MO BRAC Implementation NEG, Kansas City Labor Market Dynamics, and WIRED http://www.onekcwired.com/ The Full Employment Council offered an opportunity for the Transition Team members to participate in FEC on-site outplacement services under the BRAC Implementation NEG. Services included orientation, eligibility, and WorkKeys® web based assessments as a prerequisite to intensive and training services that may be made available to BRAC affected DFAS personnel.
April 2007
Career Options Workshops were conducted by the University of Missouri Extension at the DFAS facility April 18 - April 19, 2007. There were fifty-two (52) DFAS employee participants. These workshops featured mini-lectures followed by interactive and practice techniques of the skills selected by DFAS personnel to produce a more successful job search. Career information, planning and interest, work value, transferable skills, interviewing techniques, resumes, cover letters, completing job applications, job hunting, networking, and Myers-Briggs type indicator are samples of the agenda items offered during these workshops.
January 2007
Rapid Response informational meetings were conducted at the DFAS facility January 23 - January 24, 2007. There were two-hundred seven (207) DFAS attendees. The Full Employment Council (FEC), Missouri Career Center and Dislocated Worker Program operator, received one-hundred (100) surveys from DFAS employees who expressed an interest in receiving outplacement assistance. These sessions covered specifics regarding the Dislocated Worker Program, Transition Teams, and Unemployment Insurance.
